As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
The U.S. Geological Survey (USGS) had a requirement for high resolution Lidar needed for mapping the Brooks Camp region of Katmai National Park in Alaska.
Aero-Metric, Inc. (AeroMetric) acquired highly accurate Lidar data for an area that comprises of approximately 17.5 square miles for the USGS. This acquisition was carried out to satisfy the need for high resolution elevation data in the region. A Leica ALS70 Lidar system was used in the collection of data for this project.
This project involves new Lidar data acquisition at an approximate pulse spacing of 0.6 meters. This data was to be calibrated such that all systematic errors were accounted for. The project required bare-earth classification and hydroenforcement of water bodies for the production of contours and digital elevation models.
Data was to conform to a vertical accuracy of 18.5 cm RMSE in open terrain. The accuracy as tested and published in this report has met vertical accuracy requirements as specified by the client.

Process Steps:
- 2012-06-14 00:00:00 - Finalized airborne trajectory utilizing base-data provided by GPS INC using Leica IPAS-TC v 3.1.
- 2012-06-14 00:00:00 - Integrate trajectory and raw laser data to produce point cloud data in LAS 1.2 format for each flight line.
- 2012-06-20 00:00:00 - Compute the roll, pitch, heading, and mirror scale correction factors for each flight line, then apply corrections to the corresponding flight line.

- 2015-01-10 00:00:00 - The NOAA Office for Coastal Management (OCM) received the files in laz format from USGS via an FTP online repository. The files contained lidar elevation and intensity measurements. The data were in UTM Zone 5, NAVD88 (orthometric) heights in meters. OCM performed the following processing for data storage and Digital Coast provisioning purposes: 1. The data were converted from UTM coordinates to geographic coordinates. 2. The data were converted from NAVD88 (orthometric) heights in meters to GRS80 (ellipsoid) heights in meters using Geoid 09. 3. The LAS data were sorted by latitude and the headers were updated.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
