Data Management Plan

DMP Template v2.0.1 (2015-01-01)

Please provide the following information, and submit to the NOAA DM Plan Repository.

Reference to Master DM Plan (if applicable)

As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.

URL of higher-level DM Plan (if any) as submitted to DM Plan Repository:
Always left blank

1. General Description of Data to be Managed

1.1. Name of the Data, data collection Project, or data-producing Program:
2020 Lidar DEM: Santa Clara County, CA
1.2. Summary description of the data:

Product: These are Digital Elevation Model (DEM) data as part of the required deliverables for the lidar project. Class 2 (Ground) lidar points in conjunction with the hydro breaklines were used to create a 1 foot hydro-flattened Raster DEM.

Geographic Extent: Santa Clara county, California, covering approximately 1771 square miles.

Dataset Description: The lidar project called for the Planning, Acquisition, processing and derivative products of lidar data to be collected at a nominal pulse spacing (NPS) of 0.35 meters. Project specifications are based on the U.S. Geological Survey National Geospatial Program Base Lidar Specification, Version 2.1. Lidar data was delivered as processed Classified LAS 1.4 files, formatted to 8184 individual 2500 ft x 2500 ft tiles, as tiled intensity rasters, and as tiled bare-earth DEMs; all tiled to the same 2500 ft x 2500 ft schema.

Ground Conditions: Lidar was collected in early 2020, while no snow was on the ground and rivers were at or below normal levels. In order to post process the lidar data to meet task order specifications and meet ASPRS vertical accuracy guidelines, Sanborn Map Company, Inc., utilized a total of 25 ground control points that were used to calibrate the lidar to known ground locations established throughout the project area.

An additional 125 independent accuracy checkpoints, 70 in Bare Earth and Urban landcovers (70 NVA points), 55 in Tall Grass and Brushland/Low Trees categories (55 VVA points), were used to assess the vertical accuracy of the data. These check points were not used to calibrate or post process the data.

The NOAA Office for Coastal Management (OCM) downloaded 8184 GeoTiff raster data files from this USGS site:

ftp://rockyftp.cr.usgs.gov/vdelivery/Datasets/Staged/Elevation/OPR/Projects/CA_SantaClaraCounty_2020_A20/CA_SantaClaraCounty_2020/TIFF/

The data were processed to the Data Access Viewer (DAV) and http. In addition to these bare earth Digital Elevation Model (DEM) data, the lidar point data that these DEM data were created from, are also available. The hydro breaklines are also available for download. These data are available for download at the links provided in the URL section of this metadata record. Please note that these products have not been reviewed by the NOAA Office for Coastal Management (OCM) and any conclusions drawn from the analysis of this information are not the responsibility of NOAA or OCM.

5. Data Lineage and Quality

NOAA has issued Information Quality Guidelines for ensuring and maximizing the quality, objectivity, utility, and integrity of information which it disseminates.

5.1. Processing workflow of the data from collection or acquisition to making it publicly accessible
(describe or provide URL of description):

Lineage Statement:
Data were collected and processed by Sanborn Map Company, Inc. and made available on the USGS ftp site. The data were downloaded from the USGS ftp site by the NOAA Office for Coastal Management (OCM) where the data were processed to make it available for custom download from the Data Access Viewer (DAV) and bulk download from https.

Process Steps:

  • 2020-10-18 00:00:00 - Hydro-Flattened Bare-Earth DEM Process: Class 2 (Ground) lidar points in conjunction with the hydro breaklines were used to create a 1 foot hydro-flattened Raster DEM. Using automated scripting routines within LP360, a GeoTIFF file was created for each tile. Each surface is reviewed using Global Mapper to check for any surface anomalies or incorrect elevations found within the surface.
  • 2021-06-21 00:00:00 - The NOAA Office for Coastal Management (OCM) downloaded 8184 raster DEM files in GeoTiff format from this USGS site: ftp://rockyftp.cr.usgs.gov/vdelivery/Datasets/Staged/Elevation/OPR/Projects/CA_SantaClaraCounty_2020_A20/CA_SantaClaraCounty_2020/TIFF/. The bare earth raster files were at a 1 foot grid spacing. The data were in CA State Plane Region 3 NAD83 (2011), US survey feet coordinates and NAVD88 (Geoid18) elevations in US survey feet. OCM assigned the appropriate EPSG codes (Horiz - 6420, Vert - 6360) and copied the raster files to https for Digital Coast storage and provisioning purposes.
