As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
The National Oceanic and Atmospheric Administration (NOAA) and the Florida Fish and Wildlife Conservation Commission (FWC) have embarked upon a collaborative effort to produce an online tool to allow for the open dissemination of Acropora-related datasets. An ArcGIS geodatabase has been built with the purpose of effective and accurate depiction of benthic data related to Acropora palmataand A. cervicornis. The geodatabase has been populated with significant multi-agency data from federal, state, university and non-government organizations. These agencies include NOAA, National Park Service, FWC, University of Miami, Univeristy of North Carolina - Wilmington, National Coral Reef Institute and The Nature Conservancy. All datasets include Acropora presence/absence and latitudinal /longitudinal coordinates at the minimum. This project was funded by award NA1ONMF4720029 from the National Oceanic and Atmospheric Administration/National Marine Fisheries Service, U.S. Department of Commerce.

Process Steps:
- 2009-01-01 00:00:00 - Locations of Acropora palmata presence were selected using the "Select by Attributes" tool. A new shapefiles was created from the selection resulting in the final palmata_present.shp.
- 2009-01-01 00:00:00 - FWRI downloaded the Acropora_CREMP.shp, Acropora_DTNP.shp, Acropora_FKNMS.shp, Acropora_SEFSC.shp, Acropora_sp_obs.shp, APAL_present.shp, Elkhorn_Transect_pt.shp, NOVA_Acroporapres.shp, pbc_staghorn.shp, pr_acropora_distribution.shp, A palmata locations.shp, STC_APAL_biogeo_pres_abs.shp, STC_PAL_ACER_combo.shp, STJ_biogeo_APAL_pres_abs.shp, STJ_USGS_APAL_pres_abs.shp and UNCW_Acropora.shp files that were compiled by NOAA from various agencies. FWRI imported the shapefile to the Acropora geodatabase.
- 2009-01-01 00:00:00 - All individual shapefiles were merged into a single shapefile depicting points of in situ observations.
- 2009-01-01 00:00:00 - FWRI downloaded the Acropora_DERM_NOVA.xls, pbc2_staghorn.xls, Misc_acropora.xls and Acropora_SEFSCNEW.xls files that were provided by NOAA. FWRI converted the .xls files to shapefiles using the "Add X,Y" tool in ArcMap. FWRI defined the projection of the data as geographic North American 1983 HARN. FWRI then removed data points that were not logically consistent, such as points located outside of the reef zone.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
These data are unrestricted. Where possible, always acquire this dataset directly from FWC as other sources may have altered the original data.
