As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
The Annual Catch Limit (ACL) dataset within the Species Information System (SIS) contains information and data related to management reference points and catch data.

5. Data Lineage and Quality
NOAA has issued Information Quality Guidelines for ensuring and maximizing the quality, objectivity, utility, and integrity of information which it disseminates.

Process Steps:
- 1. At the end of each fishing year, each region and SF Office Director, or their designated staff, provide updated data elements including values for Overfishing Limit (OFL), Allowable Biological Catch (ABC), Annual Catch Limits (ACL), and Annual Catch Targets (ACT), as appropriate, and final annual catch data for each stock with an ACL into the Species Information System (SIS). Since the fishing year for stocks may vary, and final annual catch data availability may vary, data are provided at staggered periods, by quarter, throughout the year. The data elements are generally published in the Federal Register as part of the annual specification setting process for each stock. Catch data, including landed commercial catch, discarded commercial catch, retained recreational catch, released recreational catch, research catch, and other catch, are based on a variety of data sources depending on the region and fisheries. Not all data elements are available for all stocks.
- Total catch estimates and ratios for comparing total catch to data elements are calculated directly within SIS.

Stock assessment information is entered by Regional Points of Contact Completeness and QC is checked by SIS data set administrator.
6. Data Documentation
The EDMC Data Documentation Procedural Directive requires that NOAA data be well documented, specifies the use of ISO 19115 and related standards for documentation of new data, and provides links to resources and tools for metadata creation and validation.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
