Abstract

On January 11, 2011, NOAA Fisheries implemented a new fishery management system for the West Coast Groundfish Trawl Catch Share Program as specified in the Magnuson-Stevens Fishery Conservation and Management Act. The trawl catch share program, also called the trawl rationalization program, consists of an Individual Fishing Quota (IFQ) program for the shorebased trawl fleet and cooperative programs for the at-sea mothership and catcher/processor trawl fleets. The new catch shares system divides the total amount of an overall allowable catch or quota into shares (QS) controlled by individual fishermen or groups of fishermen (cooperatives). For the Shorebased trawl fishery, NOAA Fisheries issues quota pounds (QPs) at the beginning of each year to QS accounts, based on the sector allocation and QS holdings (expressed as %) for each QS permit owner.

Abstract:

Purpose:

• Tracks more than 29 Groundfish species categories.

• As of June 2014, there are roughly 145 QS permit accounts and 140 active vessel accounts.

• Data consumed from a various of different sources, including the Pacific States Marine Fisheries Commission (PSMFC), Observer, Economic Data Collection (EDC) Surveys, Permits, and Office of Law Enforcement (OLE) databases, using database connections and web service technology.

• QS transfers began in 2014.

Trawl fishing permit holders/owners of vessels registered to trawl permits, first receivers of IFQ landings, West Coast Regional Office (Sustainable Fisheries Division), NOAA Fisheries Office of Law Enforcement, Northwest Fisheries Science Center Economics and Observer Programs, PSMFC, Pacific Fishery Management Council, fishing industry, Washington, Oregon, and California state fish and wildlife agencies, NGOs, and the general public.

Supplemental Information:

Initial Phase I database design and application development completed in 2010. Application went live to the public on January 11, 2011. SDM continues to provide development, improvements, and maintenance to the IFQ application.
