Abstract:

Collection of economic information on shrimp fisheries in the southeast USA.

Purpose:

Provide economics research to support fisheries management. NOAA Fisheries Service is working to improve its ability to determine the economic and social effects of regulations and other factors that impact the profitability and value of the southeast shrimp fisheries. This project collects data about operating expenses and the costs of owning and maintaining shrimp vessels.

Technical Environment

Description:

Data System is currently in Access. Yhe Oracle system is under development.

Database is Oracle 10g.

Access program uses Java Server pages, HTML, javascript and pl/sql packages.

Data Quality

Representativeness:

Each year the program samples approximately 20% of permitted vessels rather than the entire fleet in order to minimize the overall reporting burden on shrimp fishermen.

We have randomly determined who will be required to participate in the survey this year.

Accuracy:

All entries are visually inspected by data manager. The input screen flags possible errors and likely errors as users type. The edit screen shows incomplete records on an orange background, possible errors on a yellow background, and probable errors on a red background.

Analytical Accuracy:

Reporting is done by self-reporting.

Quantitation Limits:

Summary reporting is done at the annual level instead of transaction by transaction accounting.

Bias:

No known bias.

Comparability:

Expense and income data can be compared to survey reports from the Gulf of Mexico Shrimp Permit System and other NMFS collection systems.

Completeness Measure:

2009 data is expected by the end of Nov. 2010, 2006 - 2008 data is expected before the end of Dec. 2010

Precision:

Precision is generally to whole dollars

Analytical Precision:

Annual dollar estimates are considered adequate reflections of costs and revenues.

Field Precision:

Most fields are generally recognized economic indicators of cost and revenue.
