Abstract:

These feature classes reside within the SOCECON Feature Data Set of the Great Lakes St. Marys River 2021 ESI Geodatabase. They contain vector polygons and points representing Resource management human-use resource data for the Great Lakes St. Marys River System and adjacent lands and waters. The study area includes the St. Marys River at the southern portion of Lake Superior beginning just east of Monocle Lake and south of Iroquois Island ending to the headwaters of Lake Huron.

These data sets contain information about the following resources: aquaculture sites, artificial reef locations, popular recreational fishing sites, tribal subsistence, water intakes, and essential habitats in the St. Marys River.

Object specific Type and Source information are stored in the related data tables, SOC_DAT and SOURCES (described below). These are stand-alone tables within the Geodatabase, designed to be used in conjunction with these spatial data layers.

This data set is a portion of the ESI data for Great Lakes St. Marys River System. As a whole, the ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil, and include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources.

Purpose:

The ESI data are intended to provide baseline environmental data for oil spill planning and response. The Clean Water Act with amendments by the Oil Pollution Act of 1990 requires response plans for immediate and effective protection of sensitive resources. The ESI data may be appropriate for many other coastal management purposes, though the original intent should be kept in mind.

Entity Attribute Overview:

In addition to the geographic data layers and their associated attribute tables, two stand alone data tables, SOC_DAT and SOURCES, are used to store additional attribute information. The geographic data layers containing socioeconomic data resource information (in this case, RESOURCE POLYGONS AND POINTS) are linked to the Socioeconomic Resources table (SOC_DAT) using HUNUM. HUNUM is a key numeric identifier, concatenated with the atlas number, making it unique across ESI atlas regions.

The SOC_DAT and SOURCES data tables are described in detail in this document as Entities or "Child Items". See the Browse_Graphic section for a link to the entity-relationship diagram, which describes the way these tables relate to the geographic data layers and other attribute tables in the ESI data structure.

Technical Environment

Description:

The software packages used to develop the atlas are Environmental Systems Research Institute's ArcGIS for Desktop 10.7.1(R) and SQL SERVER(R) (version 2019). The hardware configuration is PCs with Windows Operating System 10.

Data Quality

Accuracy:

A multi-stage error checking process is used to verify both attribute accuracy and logical consistency throughout data production. The process includes a standardized data entry methodology, data review by in-house and external resource experts, a final Quality Assurance/Quality Control (QA/QC) process, and multiple automated logical consistency checks. Quantitative data (such as densities, counts, abundances, or concentrations) provided by resource experts for inclusion in the data set may vary widely in attribute accuracy, depending upon the methodology used to collect and compile such data. For a more detailed evaluation of source data attribute accuracy, check the sources listed in the Lineage section.

Completeness Report:

These data represent a synthesis of multiple sources of data (e.g. expert knowledge, digital data, hardcopy documents and maps) specific to Resource management.

For additional human-use information, see other feature class themes within the SOCECON Feature Data Set, including PARKS/MANAGED AREAS, POLITICAL/JURISDICTIONAL, SOCIOECONOMIC/OTHER, NAVIGATIONAL/MARINE and/or NATURAL HAZARD.

These data do not necessarily represent all socioeconomic features found in the Great Lakes St. Marys River System.

Conceptual Consistency:

A multi-stage error checking process, described in the above Attribute Accuracy Report, is used to verify both attribute accuracy and logical consistency throughout data production. This process includes multiple automated logical consistency checks that test the files for missing or duplicate data, rules for proper coding, GIS topological consistencies, and SQL SERVER(R) to ArcGIS(R) consistencies. A final review is made by the GIS manager, before the final Geodatabase and metadata are created. After the data are delivered to NOAA, they are again subjected to a several consistency checks, and processed into the final delivery format.

Description:

Managed aquaculture sites were provided by the Michigan Department of Agriculture and Rural Development (MDARD). Artificial reef data were provided by the Great Lakes Aquatic Habitat Framework (GLAHF).

Recreational fishing sites were digitized from a hardcopy map within a MIDNR provided 2017 creel survey report showing heavily fished areas along the St Mary’s River. The site names that correspond with the survey were included in the atlas. Subsistence fishing locations in the form of Tribal fish ports were mapped using data from the Great Lakes Aquatic Framework (GLAHF). Per MIDNR personal communication, the entire St Mary’s River is open to tribal subsistence fishing with tribal members limited to 100 feet of gill net within the river, as opposed to 300 feet elsewhere within Treaty territory. Excluding tribal fish ports, subsistence areas were not mapped due to their expansive reach throughout the atlas. Water intakes were provided by Michigan Department of Natural Resources (MIDNR) on behalf of Michigan Department of Environmental Quality (MIDEQ).

Essential habitat data depicting ecological communities were received from Michigan Natural Features Inventory (MNFI). These communities include bogs, boreal forests, Great Lakes marshes, limestone cobble shores, mesic northern forests, northern shrub thickets, poor fens, and rich conifer swamp communities. Locations of critical dunes were provided by Michigan Department of Natural Resources (MIDNR).

Description:

These data were developed as RESOURCE_POINTS and RESOURCE_POLYS within the Great Lakes St. Marys River - 2021 ESI study region, following ESI Guidelines. Additional data are contained in the joined table SOC_DAT using HUNUM as a unique ID, and in SOURCES using SOURCE_ID as a unique ID. Depending on the type of source data, three general approaches are used for compiling the data layer: 1) information gathered during initial interviews and from hardcopy sources are compiled onto U.S. Geological Survey 1:50,000 topographic quadrangles and digitized; 2) hardcopy maps are digitized at their source scale; 3) digital data layers are evaluated and used "as is" or integrated with the hardcopy data sources. A second set of interviews with participating resource experts are conducted to review the compiled data. If necessary, edits to the RESOURCE_POINT or RESOURCE_POLY data layers are made based on the recommendations of the resource experts, and final hardcopy maps and digital data are created.
