Abstract

These feature classes reside within the SOCECON Feature Data Set of the Lake Erie 2022 ESI Geodatabase. They contain vector polygons and points representing Resource management human-use resource data for Lake Erie and adjacent lands and waters. The study area includes the United States portion of Lake Erie, covering the coastal portions of Ohio, Pennsylvania, and New York from the Michigan/Ohio border to the west to the New York/Canada border to the east.

These data sets contain information about the following resources: artificial reef locations, popular recreational fishing sites, water intakes, Designated Critical Habitat, and essential habitats in Lake Erie.

Object specific Type and Source information are stored in the related data tables, SOC_DAT and SOURCES (described below). These are stand-alone tables within the Geodatabase, designed to be used in conjunction with these spatial data layers.

This data set is a portion of the ESI data for the Lake Erie System. As a whole, the ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil, and include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources.

Purpose:

The ESI data are intended to provide baseline environmental data for oil spill planning and response. The Clean Water Act with amendments by the Oil Pollution Act of 1990 requires response plans for immediate and effective protection of sensitive resources. The ESI data may be appropriate for many other coastal management purposes, though the original intent should be kept in mind.

Entity Attribute Overview:

In addition to the geographic data layers and their associated attribute tables, two stand alone data tables, SOC_DAT and SOURCES, are used to store additional attribute information. The geographic data layers containing socioeconomic data resource information (in this case, RESOURCE POLYGONS AND POINTS) are linked to the Socioeconomic Resources table (SOC_DAT) using HUNUM. HUNUM is a key numeric identifier, concatenated with the atlas number, making it unique across ESI atlas regions.

The SOC_DAT and SOURCES data tables are described in detail in this document as Entities or "Child Items". See the Browse_Graphic section for a link to the entity-relationship diagram, which describes the way these tables relate to the geographic data layers and other attribute tables in the ESI data structure.

Technical Environment

Description:

The software packages used to develop the atlas are Environmental Systems Research Institute's ArcGIS for Desktop(R), ArcPro(R), and SQL SERVER(R). The hardware configuration is PC's with Microsoft Windows Operating System.

Data Quality

Accuracy:

A multi-stage error checking process is used to verify both attribute accuracy and logical consistency throughout data production. The process includes a standardized data entry methodology, data review by in-house and external resource experts, a final Quality Assurance/Quality Control (QA/QC) process, and multiple automated logical consistency checks. Quantitative data (such as densities, counts, abundances, or concentrations) provided by resource experts for inclusion in the data set may vary widely in attribute accuracy, depending upon the methodology used to collect and compile such data. For a more detailed evaluation of source data attribute accuracy, check the sources listed in the Lineage section.

Completeness Report:

These data represent a synthesis of multiple sources of data (e.g. expert knowledge, digital data, hardcopy documents and maps) specific to Resource management.

For additional human-use information, see other feature class themes within the SOCECON Feature Data Set, including PARKS/MANAGED AREAS, POLITICAL/JURISDICTIONAL, SOCIOECONOMIC/OTHER, NAVIGATIONAL/MARINE and/or NATURAL HAZARD.

These data do not necessarily represent all socioeconomic features found in Lake Erie.

Conceptual Consistency:

A multi-stage error checking process, described in the above Attribute Accuracy Report, is used to verify both attribute accuracy and logical consistency throughout data production. This process includes multiple automated logical consistency checks that test the files for missing or duplicate data, rules for proper coding, GIS topological consistencies, and SQL SERVER(R) to ArcGIS(R) consistencies. A final review is made by the GIS manager, before the final Geodatabase and metadata are created. After the data are delivered to NOAA, they are again subjected to a several consistency checks, and processed into the final delivery format.

Description:

The RESOURCE_POLY data layer depicts data for Designated Critical Habitats as well as essential habitats. Designated Critical Habitat was mapped for Piping plover (Charadrius melodus). Data were provided by the U.S. Fish and Wildlife Service. Essential habitats needed to support key life stages of ecological communities or species were provided by the Pennsylvania Natural Heritage Preserve, the New York Natural Heritage Preserve Program, and the Ohio Department of Natural Resources Office of Coastal Management, Scudder Mackey. The RESOURCE_POINT data layer contains data depicting artificial reef locations, recreational fishing sites, and water intakes. Artificial reef data were provided by the Great Lakes Aquatic Habitat Framework. Recreational fishing sites were provided by the New York State Department of Environmental Conservation showing locations of top streams, rivers, lakes, and ponds for fishing in New York State. Best fishing waters were provided by the Pennsylvania Fish and Boat Commission. Recreational fishing effort in streams (angler hours) data originated from The Nature Conservancy obtained via Ohio Department of Natural Resources. Water intakes were provided by the New York State Department of Environmental Conservation Bureau of Water Resource Management.

Description:

These data were developed as RESOURCE_POINTS and RESOURCE_POLYS within the Lake Erie - 2022 ESI study region, following ESI Guidelines. Additional data are contained in the joined table SOC_DAT using HUNUM as a unique ID, and in SOURCES using SOURCE_ID as a unique ID. Depending on the type of source data, three general approaches are used for compiling the data layer: 1) information gathered during initial interviews and from hardcopy sources are compiled onto U.S. Geological Survey 1:42,000 topographic quadrangles and digitized; 2) hardcopy maps are digitized at their source scale; 3) digital data layers are evaluated and used "as is" or integrated with the hardcopy data sources. See the Lineage section for additional information on the type of source data for this data layer. The ESI, biology, and human-use data are compiled into the standard ESI digital data format. A second set of interviews with participating resource experts are conducted to review the compiled data. If necessary, edits to the RESOURCE_POLY and RESOURCE_POINT data layers are made based on the recommendations of the resource experts, and final hardcopy maps and digital data are created.
