Summary

Abstract

The Community Environmental Justice Explorer (CEJE) is a new social analysis tool that describes conditions in coastal communities using dashboard visualizations. The analytical capabilities of the tool both build upon and complement the NOAA Fisheries Community Social Vulnerability Indicators (CSVIs), especially in relation to Environmental Justice (EJ) analysis.

A new metric included in the CEJE and currently not available in the CSVI mapping tool is an Overall Community Risk Score indicator for each coastal community. The risk score is a composite index of 12 of the CSVI indicators and provides a valid and reliable way of identifying those coastal communities most at risk from climate change and disasters, regulatory change in the fishery, or with special considerations of EJ issues. The Overall Community Risk Score is calculated by using a weighted sum of fishing and engagement indices (50%) and Environmental Justice, Economic, and Gentrification indices (50%). The risk score rates each coastal community in one of 4 categories: 1 (Low Vulnerability), 2 (Medium Vulnerability), 3 (Medium High Vulnerability), 4 (High Vulnerability).

For managers weighing the potential impacts of management options on the fish stocks, fishery impacts and communities, managing the information load can be overwhelming; the Overall Community Risk Score helps address that challenge.
