The National Marine Fisheries Service (NMFS) has issued an emergency rule implementing changes to the 2002 Alaska groundfish fisheries that are determined necessary by NMFS to protect endangered Steller sea lions. The emergency rule also establishes 2002 harvest specifications for the federally managed groundfish fisheries off Alaska and was effective January 1, 2002, according to James W. Balsiger, Administrator, Alaska Region, NMFS.
