Abigail Harley
Abigail (Abby also fine) grew up in San Diego, went to undergrad at UC Santa Cruz, and moved up to Seattle for a Masters in Economics at UW. She started with NOAA in 2012 at the Northwest Fisheries Science Center, working on commercial fisheries economic data collection and analysis. Abby worked at the NOAA Fisheries West Coast Regional Office from 2015-2023, helping to analyze and develop fisheries management policy and regulations, primarily through the Pacific Fisheries Management Council. Her work there focused on allocation issues and limited access privilege programs, along with equity/environmental justice and offshore wind. She recently graduated from the NOAA Leadership Competencies Development Program, where she had the opportunity to work at the NOAA Office of Legislative Affairs, NOAA Office of Policy, and the NOS Office of Response and Restoration. Abigail started as the Program Manager for the Economics and Social Science Research group at the Alaska Fisheries Science Center in early 2024.
