David Gouveia
Dave is Assistant Regional Administrator for the Analysis and Program Support Division (APSD). Dave is a 1991 graduate of the University of Maine with a degree in Wildlife Ecology. He began his career at NOAA Fisheries in 1992 as a port agent in Gloucester, Massachusetts and Newport, Rhode Island. He joined the Sustainable Fisheries Division as a fishery policy analyst in 1994 until he moved on to Protected Resources in 2000 where he supervised and coordinated the Marine Mammal and Sea Turtle Conservation Program for the Protected Resources Division for more than 15 years. Dave was named the Assistant Regional Administrator for the Analysis and Program Support Division in 2017. APSD is responsible for fishery dependent data collection, processing and quality control to support catch monitoring and management decisions for NOAA Fisheries and its partners, as well as permit services and fishing industry outreach and education for the Greater Atlantic Region.
