PSMA: Notice of Arrival Report
The owner, agent, master, operator, or person in charge of a foreign fishing vessel requesting access to a U.S. port of entry must submit this report to NOAA's Office of Law Enforcement at psma.ole@noaa.gov no less than 72 hours prior to port arrival.
The implementation of the Port State Measures Agreement now requires additional reporting measures for foreign-flagged fishing vessels seeking entry to U.S. ports.
The owner, agent, master, operator, or person in charge of a foreign fishing vessel requesting access to a U.S. port of entry must comply with the Electronic Notice of Arrival/Departure provisions. They must now also complete and submit a Notice of Arrival Report to NOAA’s Office of Law Enforcement. This requirement also applies to fishing support vessels, such as refrigerated transport vessels.
The advance submission of this information is mandatory for foreign-flagged fishing vessels seeking entry to U.S. ports and all data submitted will be confidential.
This information must be sent to psma.ole@noaa.gov no less than 72 hours prior to port arrival. Once all vessel pre-arrival notification requirements are met, entry is authorized unless otherwise notified by any U.S. agency prior to port arrival.
